The fact that there is not enough material there to form a critical mass.
The stuff in an atomic reactor is not as clean and dangerous as the stuff n=

for an atomic bomb.

The problem with the reactor material is when something else blows up and=20

spreads the radioactive material like a dirty bomb (this is also what happe=

25 years ago). Another problem is that even the non-radioactive plutonium a=

uran are chemically bad stuff and poisonous for biological things.
