For example look at Processing
http://processing.org/

Serpent is close to what you are watching out,
it has a Syntax very close to Python.
http://www.cs.cmu.edu/~music/aura/serpent-info.htm

If you remain with C++, you have to decide for a cross-platform framework.
For example JUCE, SFML or LGI.
