What do you mean here? From the gtkmm site:
*gtkmm* is free software distributed under the GNU Library General Public
License (LGPL ).

If by "designfiles" you mean files that represent the whole "User
Interface", they're bog-standard
XML files. Check out http://glade.gnome.org/ for details.
